Paolo Fogliaroni was born in L'Aquila, Italy, in 1982. In 2008 he received his Computer Engineer (MSc.) degree with excellence and honors for the thesis work from the University of L'Aquila (Italy). From 2008 to 2012 he was a doctoral student in the International Research Training Group on Semantic Integration of Geospatial Information. He carried out his doctoral studies in the Cognitive System (CoSy) group (Department for Mathematics and Computer Science) at the University of Bremen (Germany), where he received his Dr.-Ing. (Ph.D.) degree in Cognitive and Geographic Information Science with the final evaluation of Summa cum laude. Since 2012 Paolo Fogliaroni holds a post-doctoral position as University Assistant in the Department for Geodesy and Geoinformation at the Vienna University of Technology (TU Wien).

In his Master Thesis work (carried out as an Erasmus student at the University of Bremen), Paolo Fogliaroni conceived and implemented a qualitative localization and navigation system for autonomous mobile robots. This is a cognitive robotic system drawing inspiration from human approaches to localization and navigation that mainly rely on relative position with respect to visible salient environmental elements. The thesis work was worth a special honor from the University of L'Aquila and was later published (2009) in the leading international conference in the domain of spatial information theory (COSIT), where it also won the best student paper award.

In his doctoral dissertation, titled "Qualitative Spatial Configuration Queries - Towards Next Generation Access Methods for GIS", Paolo Fogliaroni addressed the issue of efficiently storing and managing qualitative spatial information within spatial databases in order to enable queries by natural language and queries by sketch. His main focus was on the development of Qualitative Spatial Access Methods (QSAMs): algorithm and data structures tailored for optimizing the storage space occupancy and the time retrieval efficiency of qualitative spatial information.

In 2015, Dr. Fogliaroni extended the computational model for visibility relations that was at the foundation of his qualitative localization and navigation system to work in full 3D space. The work, presented at the 3D Geoinfo International Conference, was also acknowledged with the best paper award in an internal competition at the Department of Mathematics and Geoinformation at the Vienna University of Technology.

As of today, Paolo Fogliaroni's research interests encompass (but are not limited to) the following topics:
